3rd AIR FORCE TO RELOCATE BACK TO MILDENHALL

I see that the USAF in their great wisdom have decided to revert back to Mildenhall becoming home again to HQ 3rd Air Force in December 2006. I understand that the 16th Air Force currently at Ramstein, Germany, will migrate to Incirlik in Turkey and rename the 16th Air Expeditionary Force with no permanently assigned aircraft.
I just wonder how much money the original change cost and how much it will cost again to move it all back again!! Pity it won't mean some extra aircraft moving to Mildenhall.
